Supervisors are usually first-line managers whose major function are working with and through non-management employees to meet the objectives of the organization and needs of the employees. Supervisors are expected to act as the linkage between management and line staff, which requires balancing two divergent viewpoints. They are expected to be action takers when change is required, even though they sometimes lack the authority to introduce change on their own. Course work in this area is designed to provide basic levels of skill.
The Management
and Staff Training Policy addresses the recognition that the productivity
and performance of the organization ultimately depend on the depth and quality
of knowledge and skills of its managers and supervisors. These individuals are
responsible for appropriately administering university Human Resources policies,
as well as applicable state and federal laws and regulations. To ensure the
quality of the work of its managers and supervisors and to minimize the legal,
financial, and physical risks posed by insufficient training, the following
policy was adopted:
Within two years of initial employment, it is expected that all new managers
and supervisors will complete the JHU Supervisory Training Program established
by the administration and conducted by Human Resources, the Department of Health,
Safety and Environment, and the General Counsel's Office.
