Tuition Grant
Eligibility:
Dependent children of full-time faculty and staff are eligible for payments of their full-time, undergraduate tuition and universal mandatory academic fees. To be considered a "dependent child" the child must: 1) be a U.S. citizen, resident alien or a resident of Canada or Mexico; 2) not file a joint return if married unless the return is filed only to claim a refund of tax when neither spouse is required to file, and not tax liability would exist for either spouse if separate returns were filed; 3) be a blood descendent of the first degree, legally adopted or a stepchild; 4) have the same principal residence as the employee for more than half the year excluding temporary absences such as residing on campus (special rules may apply to children of divorced or separated parents); 5) be under 19 years old or if between the ages of 19 and 23, be a full-time student; and 6) not provide over one-half of his or her own support for the calendar year.
The dependent children of same-sex domestic partners may also participate in the Plan provided that the employee's completed JHU Affidavit of Marriage/Domestic Partnership is on file with the Office of Benefits Administration. Any benefit provided for dependent children of employees' same-sex domestic partners is taxable income to employees. The amount of taxes withheld from employee's check is based on the amount of the benefit.
University employees must complete a minimum of two consectuive years of full-timee employment with JHU and continue in a full-time position to qualify for the plan. The two-year employment requirement will be waived for faculty and staff who come to the University directly from other colleges or universities where they were previously eligible for a similar dependent child benefit, and can provide proof of eligibility. The two-year eligibility cutoff dates are October 1 for Fall semester and February 1 for Spring semester. JHU retirees also may participate in the Plan.
This benefit is available only during periods in which the faculty or staff member is employed full-time, or during periods of authorized leave not exceeding one year in duration from which the faculty or staff member will return to full-time employment. Each parent is eligible if a full-time member of the faculty or staff and has completed two consecutive years of employment with the university.
Payment Allowances:
Payment is for 50% of each dependent child's full-time, undergraduate tuition and mandatory academic fees, up to a maximum of one-half of Hopkins' freshman undergraduate tuition. For the 2006-2007 academic year, Hopkins' freshman tuition is $33,900. Room and board, part-time and graduate study are not eligible. Payment is limited to four years of full-time, undergraduate study per dependent child at any accredited, degree-granting institution. Accredited institutions that do not offer degrees, but instead issue diplomas or certificates, are not eligible. Payments are available for mini-sessions and summer courses if the credit courses will be counted toward the degree requirements, the dependent child is or will be a full-time student participating in the Tuition Grant Plan for the entire academic year, and the student has not received the maximum grant allowance for the academic year. Students who have received full tuition support from another source for the entire academic year are eligible to apply for Tuition Grant for summer and/or mini sessions.
If other restricted tuition scholarship support is received in addition to the Hopkins' tuition grant, the total combined tuition support may not exceed 100% of the tuition and universal mandatory academic fees. If the total exceeds 100%, the Hopkins' grant will be offset by other scholarship support that -- like the Hopkins' grant -- is awarded only for tuition and universal mandatory academic fees.
If the student is no longer full-time, the college is expected to refund 100% of the Hopkins' grant. If the student withdraws before the end of the academic cycle, the college is expected to refund the Hopkins' grant according to its institution's withdrawal policy. If 100% of the grant is not refunded, JHU will consider the student to have used the benefit for that cycle.
Procedures:
1. Complete and return the Tuition Grant Plan application to Training and
Education. The applications are available in the divisional Human Resources
Offices and Benefits Service Centers. They are also available online at http://training.jhu.edu/html/EducationalAssistance/TuitionGrant.asp.
2. Training and Education will send a Grant Award Notice to the student's college requesting confirmation of tuition and mandatory academic fees.
3. An authorized official of the college will confirm the tuition and mandatory academic fees, and sign and return the Grant Award Notice to Training and Education.
4. After the completed Grant Award Notice is received, Training and Education will request a check from the Controller's Office authorizing payment directly to the college. In general, checks are processed within two weeks of receiving the request from Training and Education and received by the school two weeks following that time.
